Hon

Hon. Mr. S. Dlamini

The Prime Minister

26th January 1987

Dear Sir,

RE: PERSONAL ALLOWANCES AND IN-POCKET EXPENSES

I am writing on the above matter which has been outstanding since July 1984 when the Gang of Four who sent me out here under the pretext that they had been so instructed by the “The Elders of the Nation.”

Your predecessor, Prince Bhekimpi Dlamini is, fortunately, still alive and well and living at eNkhaba. Similarly, Mr. Mhambi Mnisi, former Minister of Foreign Affairs and Mbabane Station Commander Zwane who came to fetch me from my house on Saturday April 21st 1984. I was then given an air ticket and told I would be met at the Airport (Heathrow, London) by the High Commissioner who had been so instructed, and had equally been instructed to obtain a visa for me and a hotel accommodation. The Swaziland Government would be responsible for all my expenses and the British Government would be so informed on the visa application.

As events turned out, the promised maintenance and in-pocket expenses were paid only up to July 1984, when I was told to return to Swaziland. I kindly requested a letter of safe conduct in several telexes and telephone calls and this was not forthcoming. The Gang of Four had thus declared their evil intentions which were demonstrated by the arrest and detention of Dr. Simon Nxumalo, Mr. Titus Msibi and others. Be that as it may, it is clear to everybody now that the Gang of Four had hijacked the Swaziland Government machinery and it is precisely because of this fact that I am writing to you today.

No “Elders of the Nation” had sent them, though Prince Bhekimpi acted on behalf of the Swaziland Government. At the rate of £1000 per month they paid only £3000 in-pocket expenses from April to July 1984. I therefore kindly request you to pay the balance of £36,000 for the 36 months to July 1987.

As you well know and can very well appreciate Sir, damages due to me and my family within the process of the law shall run into thousands of pounds not less than £200,000 when all is considered, including my training with Lonrho which cost some £500,000. That shall be the matter for the counts between me and the individuals concerned. But in appreciation of the Swaziland Government’s vicarious responsibility, I shall consider the payment of the £36,000 to me and my family as a satisfactory settlement of the matter.

The people who can give you enough background on this matter are Dr. Simon Nxumalo and Princess Mnengwase who were left by the late King Sobhuza II in charge of my programme.

I am, dear Sir,

Yours faithfully,

Dumisa Clement Dlamini
